Changes to Import Procedures for Stone products from China – April 2015
CN codes 2514 (Slate), 2515 (Marble), 2516 (Granite), 6801(Flagstone) and 6802 (Building stone) 6803 (Worked slate), 6908 (Glazed ceramic flags and paving) and 7210 (Flat-rolled products of iron or non-alloy steel).
The Forestry Commission liaised with Border Force and HMRC on the implementation of the new EU legislation (Commission Implementing Decision (EU) 2015/474) and agreed that HMRC’s National Clearance Hub (NCH), Salford will introduce, using the Customs CHIEF entry system, a 20% hold on all of the above CN Codes when the imports originate in China.
The 20% hold level will permit the Forestry Commission to effect the EU’s 15% inspection level as inevitably a proportion of consignments notified to it will not contain any solid wood packaging material and they will be able to be released from hold without being subjected to a physical plant health check.
The 20% Customs selected entries will only be released after a Forestry Commission inspection has been carried out and/or the necessary quarantine release certificate (QRC) endorsed by Forestry Commission Inspectors and presented with the import entry. Importers will need to contact their local Forestry Commission inspector utilising e-mail or fax (see contact list at http://www.forestry.gov.uk/forestry/infd-9p7hej#localinspectors) and supply a duly completed Inspection Request (also used as the QRC) document
Failure to comply with the requirements may result in long delays in the clearing of containerised consignments and demurrage charges before eventual release by the Customs authority.
