The PBRS is an aid to strategic planning and targeting especially incentives. At its heart PBRS is a philosophy which enables cross-sectoral working, thinking and understanding and thus is a tool for holistic partnership development and intervention. It utilises Geographic Information System (GIS) maps which identify synergies between economic, social and environmental needs and opportunities, strategies and investments.
