National Forest Estate Wind Farm Programme

WIND TURBINESThe National Forest Estate Wind Farm programme has been set up to manage the process of tendering for and developing wind farms in Assembly-owned woodland.

The programme will operate via 2 separate stages:

Stage 1 - A tender process for an ‘Option to Develop’ wind farms in Assembly-owned woodland  within each Strategic Search Area (SSA) will be conducted.

A pre-qualification step is built into this process.
Pre Qualification Questionnaire advertisement (pdf, 12k, 1 page)
Pre Qualification Questionnaire (pdf, 101k, 20 pages)

The pre-qualification is now complete and those companies shortlisted have been issued an Invitation to Tender.

At the end of this stage the successful company will be offered the sole option to develop wind farms on the Assembly-owned woodlands within the individual SSA.

It is important to note that these tenders will not, in themselves, guarantee that any wind farms will be built. These decisions are matters for the planning system alone.

In order to help interested parties understand how we reached our decisions at the PQQ stage of the Programme we have gathered all the relevant documentation together into a PQQ Process Information Pack.

Stage 2 - The developer will be responsible for producing planning applications to build wind farms on these sites and for the development of each site. FC Wales will not involve itself in these applications, other than to provide any relevant information requested by the developer as part of the planning process.
